Context-Driven Methodology for Operational Decision Making in Network-Centric environment


The objective of intelligent support for operational decision making is to
assess the relevance of information to a decision and to gain insight in seeking and evaluating possible decision alternatives. Operational decisions must rely on timely, accurate, directly usable, and easily obtainable information provided by the dynamic environment (the totality of surrounding conditions). These decisions can be characterized as ad hoc, quick-accessible decisions based on past experience and providing for alternatives. They are applied in frequently occurring and in unexpected and new situations.
The talk presents an approach aimed at modeling and solving a problem
considering changes in the environment. The problem is modeled by abstract and operational contexts integrating relevant knowledge and information provided by information sources that keep track of environment changes. Following a well-known Simon's model of decision making process the approach consists of two stages. The preliminary stage is responsible for preparedness of a decision support system to make decisions. The decision making stage deals with integration of information & knowledge relevant to the problem into the context, problem modeling and solving. The approach is implemented as an adaptive service (based on multiagent technology) for humanitarian logistics support. This application area includes processes and systems involved in mobilizing people, resources, skills and knowledge to help vulnerable people affected by natural disasters and complex emergencies.
